The route runs Belarus→Latvia→Estonia, with migrants (mostly from African countries, undocumented) intending to continue to Finland/Western Europe. ANALYSIS This resolves and extends the FBIH-R6 estimate. Two attribution strands now coexist: (a) the Estonian government characterising the flow as a Russian-orchestrated "hybrid attack operation" (state attribution — the element R6 anticipated), and (b) PPA's operational read that tightened controls in Poland/Latvia/Lithuania/Germany are displacing migrants onto the Estonian route. Both can be true; the hybrid-instrumentalisation framing is now explicit at government level. Weather-dependent; pressure expected to persist for months.

Land border now ~80% covered by infrastructure, targeting ~90% by year-end (next 20 km). Full eastern-border project (~€170M) targets 2027. Threat-perception debate continues
ANALYSIS Estonian commentary diverged on the acuteness of a direct Russian threat: one analyst (Oidsalu) argued US intelligence changed its Russian-threat assessment less than it appears; another expert called talk of a direct Russian attack "extremely foolish." Continuation of the R4 Estonian threat-perception divergence — the internal Baltic debate persists rather than converging.
