Situation overview: The cycle delivers a strategic landmark on the Russia–Armenia axis: presenting his 2026–2031 government programme to parliament on 24 August, PM Pashinyan said Armenia could lodge an EU membership application "in the near future," outlined the referendum procedure (application → Brussels response → roadmap → vote), set a three-year visa-free target with the EU, and declared Armenia would refrain from active participation in the CSTO for the next five years. This is the most concrete pro-EU/anti-CSTO procedural step to date, sharpening the contest with Moscow (which has restricted Armenian goods and pressed for a quick EU-vs-EAEU referendum). Anaklia dredging continued; the peace/TRIPP and Turkey-normalisation tracks ran in the background without a fresh landmark.

1Logistics, Infrastructure and Transit Corridors

ANALYSIS Anaklia dredging (Jan De Nul) continued per R11–R13 (19 Aug alert); no discrete new milestone in-window. Middle Corridor / Trans-Caspian and BTK strings fired at high frequency without a hard new event on triage. Steady-state consolidation; the logistics story remains the slow hardening of the Russia-bypass route rather than any single event this cycle.

2Geopolitical Stability, Security and Foreign Relations

Pashinyan sets out EU-accession path: application "in the near future," referendum procedure, 3-year visa-free target

FACT Presenting the 2026–2031 government programme to the National Assembly on 24 August, PM Pashinyan said Armenia could submit an official EU membership application in the near future, with a national referendum to follow only after the application is lodged, Brussels responds, and a roadmap is agreed. He set a target of visa-free travel with the EU within three years and said Armenia would take account of EAEU partners' concerns. Primary source: Pashinyan parliamentary address; corroborated by Brussels Signal, Caucasian Knot, Kursiv.

ANALYSIS The cycle's landmark. It converts Armenia's long-signalled EU aspiration (the March 2025 accession-process law) into a concrete procedural sequence with a timeline, and pairs it with the CSTO-distancing move (Pillar 3). Note the careful sequencing — application-first, referendum-after — which keeps Yerevan's options open and manages both Baku's constitutional-amendment precondition and Moscow's pressure.

ANALYSIS Turkey-normalisation and Syunik/Tavush delimitation strings fired steadily; no discrete new hard in-window event on triage (continuation of R11–R13 tracks).

3Russian Factor

Armenia to "refrain from active participation in the CSTO" for five years

FACT In the same 24 August programme address, Pashinyan stated Armenia would refrain from active participation in the Russia-led CSTO for the next five years, and said he would welcome it if the EAEU itself chose to exclude Armenia (relieving Yerevan of the exit decision). Framed by regional outlets as "curbing Russia's leverage" as "Armenia defies Moscow." Sources: Pashinyan address; Kursiv, Brussels Signal, Caucasian Knot.

ANALYSIS A structural deepening of the Armenia–Russia rupture: pairing an EU-application timeline with explicit CSTO-distancing is the clearest strategic reorientation signal in the SCIH series. Context: Russia's Rosselkhoznadzor has restricted Armenian goods since spring (near-total plant-product ban from 12 June); the 29 May Astana EAEU statement warned of "serious risks." The Russia-Georgia hybrid string (Abkhazia/protests, productive per R13) and Russia-energy string fired steadily; no discrete new hard event on triage this cycle.

4National Interest Vector (Slovakia and the Caucasus)

ANALYSIS MZVEZ Slovakia string fired at low-moderate frequency; on triage no discrete new hard SK-vector event surfaced in-window beyond the R10–R13 items (classified-information agreement, autumn economic working group still pending). No in-window movement on the US Senate sanctions act (R13 — House vote expected early September). SK–AZ agenda remains in implementation phase.

UNCONFIRMED Body-check deferred to R15.

R13 carryover status: US sanctions act (R13) — no in-window movement, House vote still pending (early September). Anaklia dredging — continuing. Russia-Georgia hybrid string — retained, fired steadily. AZ–Iran cyber string — no re-tuning yet applied (still over-broad).

Priority items for R15: (1) EU application — whether Armenia formally lodges the bid. (2) CSTO-distancing — Russian reaction / countermeasures. (3) US sanctions act — House vote and any Slovakia exposure.
