Situation overview. Two structural signals dominate this cycle, both favourable to the Western vector. First, the Wall Street Journal revealed that US negotiators used the promise of access to Nvidia AI chips for an Armenian data centre as leverage to secure the preliminary Armenia–Azerbaijan peace deal — the first hard evidence that Washington is running technology access, not just finance, as its principal instrument in the South Caucasus. Second, PM Pashinyan stated that the Russian military base in Armenia is not a "vital necessity" and that Yerevan would not object if Moscow chose to withdraw it — the most explicit challenge yet to the 102nd base at Gyumri and a marked escalation of the CSTO/EAEU drift recorded in the Strategic Snapshot. The Armenia–Türkiye track advanced in parallel: President Khachaturyan declared the border crossings physically ready and Armenia willing to open "at any time," while an Armenian–Turkish business forum in Yerevan issued a joint statement on crossings. Against this, one unverified claim of an expanded Azerbaijani military position inside Armenian territory is the cycle's only security-negative signal, and it did not survive verification. Risk Level: Medium · Sentiment: Positive (diplomatic and normalisation progress dominates; the single adverse report remains unconfirmed and without physical impact).

1Logistics/Transit

Anaklia construction continues on the trajectory recorded in R15: Jan De Nul is executing the dredging and a 1.4 km breakwater FACT consistent independent trade reporting across cycles. A secondary outlet also reported a large Georgian state financial commitment to the port, but quoted it in Kenyan shillings via a non-specialist aggregator — the figure is not usable and is UNCONFIRMED pending a primary Georgian government or Jan De Nul source. Azerbaijan's energy minister Shahbazov announced two new "green energy corridors" targeted for 2032, routed via Georgia toward Türkiye and Europe and via the Zangezur corridor and Nakhchivan FACT Interfax reporting an official ministerial statement. RFE/RL reported Armenia actively courting Central Asian partners as the TRIPP corridor takes institutional shape, and separately that Armenia–Azerbaijan trade expansion is "testing Russia's grip" on regional flows ANALYSIS independent reporting, directionally consistent with the Snapshot. The Middle Corridor and Silk Way West alert strings again produced largely off-topic hits (a Bulgarian infrastructure investment note, Dubai e-commerce air-cargo features) — no verified freight or Bratislava-linked signal; flagged rather than forced.

2Geopolitics/Security

The WSJ reported that US negotiators used the promise of access to Nvidia's AI chips — tied to a planned Armenian data centre — to help clinch the preliminary Armenia–Azerbaijan peace deal reached last year FACT WSJ primary reporting, corroborated independently by CivilNet, OC Media and Armenpress. For Slovak readers this reframes the deal: the peace architecture now carries an embedded US technology dependency, which is both leverage for Washington and a future vulnerability for Yerevan if access is politicised. On the Türkiye track, President Khachaturyan stated Armenia's border crossing points are ready and Armenia is prepared for Türkiye to open the border at any time FACT Armenpress official reporting, corroborated by Tert.am and MassisPost, and an Armenian–Turkish business forum in Yerevan issued a joint statement calling crossings a key normalisation step FACT Armenpress, Trend, AzerNews; note this is a business-association statement, not an intergovernmental agreement. Ankara's conditionality linking border opening to the AM–AZ track is unchanged ANALYSIS. Panorama.am reported on 5 September that Azerbaijan had expanded a military outpost inside Armenian territory in the delimitation zone — no corroboration was found from EUMA, the Armenian MoD or independent media, and Azerbaijani outlets ran a counter-narrative on EU mission vehicles at Armenian positions UNCONFIRMED OPERATIONAL ESTIMATE; flagged for verification against @EUmARMENIA before any upgrade. Relatedly, OC Media reported domestic Armenian controversy over a newspaper claim that Azerbaijan "wants to advance" toward the border — a media dispute, not a verified incident ANALYSIS. Armenia's foreign minister did not rule out enclave swaps once delimitation matures (single-source, CivilNet — reported statement pending corroboration). Separately, an Azerbaijani aggregator (Ednews.net) carried an item on 7 September describing an "expanded Aliyev–Pashinyan meeting in Abu Dhabi"; independent checks surface only earlier-2026 Abu Dhabi meetings, so this is assessed as probable recycled aggregator content and is not reported as a new event.

3Russian Factor

The cycle's landmark: Pashinyan stated that the Russian military base in Armenia is not a "vital necessity" and that Armenia would not object if Russia decided to withdraw it FACT Armenpress official reporting plus independent OC Media corroboration. This goes materially beyond the CSTO non-participation line recorded in R14 and puts the 102nd base at Gyumri explicitly in play; the Russian MFA responded publicly. Moscow simultaneously signalled willingness to discuss "new trade opportunities" with Yerevan — a carrot-alongside-pressure posture, though this reached the feed via an Azerbaijani outlet relaying Russian statements ANALYSIS on narrative. On Georgia, a Eurasia Review analysis examined Abkhazia caught between Russia-backed "sovereignty" and its own national identity, noting Tbilisi's treason/sabotage case framed as "hybrid war" ANALYSIS. The Georgia–Russia alert string produced substantial noise this cycle, including a Polymarket betting page on the Russian parliamentary election — flagged as off-topic rather than mined for signal.

4National Interest Vector (Slovakia)

The strongest Slovak-vector signal in several cycles, and it appeared in both capitals at once on Slovakia's Constitution Day (1 September). President Aliyev, congratulating President Pellegrini, explicitly and publicly appreciated Slovakia's participation in the restoration of Azerbaijan's liberated territories FACT president.az official text, corroborated by Trend and Caliber.az. The same day, PM Pashinyan congratulated PM Fico and stated that Armenia seeks to deepen cooperation with Slovakia in energy, high technology and trade, noting bilateral cooperation has "taken a more active course" FACT Armenpress official, corroborated by Arminfo and 1Lurer. Taken together these are open, on-the-record invitations from both governments in the same week — directly relevant to the Božena demining line in the Azerbaijani restoration effort and to Slovak energy/high-tech positioning in Armenia. An additional hit (Caliber.az on the Slovak PM's remarks about Germany and Russia) is Slovak domestic politics carried by a Caucasus outlet, not economic diplomacy — noted as off-topic.

Carryover / priority items for next cycle

  • Pashinyan's statement on the Russian base — watch for Russian MFA/MoD follow-through, any formal Armenian démarche, and whether this becomes a withdrawal negotiation or stays rhetorical.
  • The Nvidia/data-centre component of the peace deal — track whether the chips actually ship, on what conditions, and whether Baku seeks parity.
  • Armenia–Türkiye border opening — Khachaturyan's "ready at any time" puts the ball in Ankara's court; watch for a Turkish governmental response.
  • UNRESOLVED, needs user action: the Panorama.am claim of an expanded Azerbaijani outpost inside Armenia — verify against @EUmARMENIA / EUMA reporting before it is dropped or upgraded.
  • EU-referendum procedure and the AM–AZ constitutional-amendment path — no formal step this cycle; both remain DUE calibration items from earlier cycles for the user to resolve.
  • Anaklia financing figure — needs a primary Georgian government or Jan De Nul source.
