Situation overview: The dominant signal of this cycle is the deepening of the Slovak–Azerbaijani economic-defence axis following President Pellegrini's 13–15 July state visit: Minister Saková confirmed a joint economic working group for autumn 2026, gas-supply diversification talks for the post-2027 period, and Slovak Božena demining systems verified in Azerbaijani ANAMA service. In parallel, the Middle Corridor matured operationally — the Baku-Tbilisi-Kars railway reached full commercial operation (capacity raised from ~1M to 5M tonnes/year), the Anaklia Deep Sea Port pivoted to Georgian state ownership after the Chinese-led consortium's exit, and coordinated freight-permit digitalisation advanced across the corridor. The combined picture is a Russia-bypassing route shifting from "corridor as intention" to "corridor as operating infrastructure," aligning with Slovakia's declared EU–Asia connectivity ambitions.

BTK railway — full commercial operation confirmed

FACT The Baku-Tbilisi-Kars railway reached full commercial operation on 2 June 2026; annual freight capacity was raised from ~1M to 5M tonnes following reconstruction of the Georgian section. FACT government self-reported Georgian PM Kobakhidze stated BTK cargo turnover grew "almost sixfold" at the Georgia-Turkmenistan Business Forum (16 July), echoing a figure earlier cited by Minister Kvrivishvili (2 June). Multiple wires (APA, Report.az, Pravda Georgia, Commersant.ge) all trace to the same speech — officially stated, not independently verified.

ANALYSIS BTK is now operationally mature rather than aspirational. The self-reported growth figure should be treated as directional, not audited, but the underlying capacity upgrade is independently confirmed.

Anaklia Deep Sea Port — pivot to Georgian state ownership

FACT On 6 July the Georgian government announced Anaklia will be developed and owned by the state under a "landlord model," following the exit of the Chinese-led (CCCC) consortium. Belgian contractor Jan De Nul continues dredging to 18m and breakwater works ($204M contract, Aug 2024, later reduced by $52M); Phase 1 targeted for 2029. Middle Corridor — freight-permit digitalisation consolidates

FACT Coordinated multilateral digitalisation of transport permits advanced across the corridor in H1 2026: Georgia–Azerbaijan e-permit launched (~1,000 permits/category, full transition scheduled 2027); Uzbekistan–Georgia E-Permit memorandum plus railway discounts up to 70%; Kazakhstan–Georgia e-permits. ANALYSIS The cycle's logistics developments are themselves the Russian-factor story: each Middle Corridor advance (BTK, Anaklia, permit digitalisation) incrementally reduces the region's dependence on Russian transit geography.

4National Interest Vector (Slovakia and the Caucasus)

SK–AZ joint economic working group agreed for autumn 2026

FACT Minister of Economy Denisa Saková announced agreement to convene a joint economic-cooperation working group in autumn 2026, following the Azerbaijani-Slovak Business Forum in Baku (15 July, part of the presidential visit). Announced content: gas-supply diversification for the post-2027 period, 37 Slovak firms present, a Strategic Partnership Declaration. ANALYSIS The strongest SK-vector signal of the cycle, and notably primary-sourced from the Slovak side rather than Azerbaijani secondary outlets. It operationalises the Pellegrini visit into a recurring institutional channel.

FACT Azerbaijan's mine action agency ANAMA operates Slovak-manufactured Božena-4 and Božena-5 demining systems (manufacturer Way Industries, Krupina), deployed in Karabakh since 2022. Independently confirmed: CZ Defence (March 2026), Caspian News (16 July), azernews.az.

ANALYSIS An established, not new, relationship — surfaced by the presidential visit rather than a fresh acquisition. It concretises the defence-industrial dimension of the SK-AZ axis that presidential rhetoric references only in general terms.

Alert-quality note

FACT The "Silk Way West / Bratislava" alert string fired four times in the window (13, 14, 15, 18 July); three bodies opened, all false positives (global cargo/aviation content with no Slovak nexus). The "MZVEZ Slovakia" string yielded one substantive hit and two related-links false positives.

ANALYSIS Alert-trigger frequency does not correlate with signal value — the highest-frequency string was pure noise while single-fire strings (Anaklia, Božena) carried the hardest signals. The Silk Way West string is a candidate for re-formulation.
